Making the Change

The Building & Construction Authority of Singapore (BCA) has identified Building Information Technology (BIM) as one of the productivity tools for all built environment stakeholders to enhance their design and work delivery.

The Outcome

We are pleased with our investment in CostX made 5 years ago. We find CostX an effective tool for BIM cost management (aka BIM 5D). CostX has multiple features to extract embedded dimensions and information from BIM object properties by using BIM templates and model mapping. The enhancement in the latest CostX version 3.51 allows us to add QS-centric information into the object schedules. With that, we are able to categorise the objects according to the principles in our local standard method of measurement. The time taken to quantify the building elements is significantly reduced. With multi-sheet dwf files, we can further “dimensioneer” items from the 2D plans if a building element is not provided as a distinct BIM object or when the quantity required belongs to a group of BIM objects. As the BIM competency in the local industry matures, we anticipate the quality of the BIM models to improve significantly over the next few years.

Client’s Requirements

The domestic airport redevelopment project includes terminal refurbishment and upgrade encompassing new satellite, 5,300 space carpark, passenger access bridge and new road network.

The new multi-level carpark and expansion to the common user satellite passenger terminal is currently under construction with the passenger access bridge due to be completed in 2012.

Turner & Townsend’s Contributions

Turner & Townsend were commissioned to provide full cost management services, including preparing detailed bills of quantities for tender purposes.

The project was documented by the Architect and Engineer using 3D modelling software which enabled sophisticated design analysis, clash detection and visualisation.

The 3D models also assisted in the preparation of tender bills of quantities as the models contained geometric information and product specification that could be ‘harvested’ from the model using CostX, without the need to manually ‘measure’ the quantities.

CostX effectively reduced our measurement time and resources required, and improved our accuracy as ‘human and scaling’ errors were effectively eliminated.

Using the ‘revisioning’ tool in CostX, we were readily able to capture scope changes between tender drawing revisions without manual remeasurement, thus enabling the project to meet the required tender date despite significant documentation changes.

The Project

We at CMA believe technology is a key component for our business. We have all but eliminated the use of paper drawings in our company by engaging and utilizing computer hardware, programs and electronic files. We rely heavily on our ability to react quickly and manage changes to the projects we build. Of all the systems we evaluated, we felt that CostX was the best fit for us. It “centralizes” our drawings, estimates and budgets for all team members to work with. The ability to work with 3D models has saved us time and is also a great tool for team coordination. We also use CostX in our presentations to clients to help them understand better the designer’s vision.

The Outcome

We had the benefit of using CostX from the start. We evaluated different systems and CostX was by far the best fit for our organization. We have cut take-off time down dramatically for projects. The “revisions” part of the system helps us manage multiple cost estimates as the project evolves. Client’s Requirements

For this project, it was required that we produced automated quantities from a BIM model, utilising an agreed schedule of rates. As it was a fit out, we also needed to distinguish between existing building elements and those that were to be constructed as part of the project. We were also required to analyse the data created by designers, including naming protocols, and assist with the creation of a common data environment.

Henry Riley’s Contributions

Using CostX, Henry Riley was able to obtain data from the Revit outputs. We replicated the client standard pricing document within a BIM environment (including the client agreed schedule of rates), reviewed quantification of all designed objects and then populated the pricing document with quantification outputs. We were able to identify errors in naming protocols and data, including reporting back identified issues to contractors and designers alike, and working with design teams to produce object data for a common data environment. A contract sum was agreed upon with multiple contractors, and value management opportunities were identified such as opportunity to reduce out-turn cost (through visualisation of scope of works) and focus on client abnormals. Contract works were measured precisely, with automated cost updates utilising the common data environment created. Finally, a references report was used to carry out a quality assurance review of how the data was received, and used to create an automated quantifiable pricing document with agreed schedule of rates.

Using CostX, all measurements were carried out digitally. The time saved on measurement allowed a clearer focus on value management opportunities and error checking in abnormal reviews.

CostX also allowed Henry Riley to undertake a quality assurance audit role on the data received in accordance with the client’s BIM standard and procedures. Finally, we were able to create client specific rate libraries and pricing document templates using CostX’s customisable system.

The Project

Turner & Townsend’s client entered into a dual FEED study with two international consortia of engineering companies to provide competitive FEED designs for the FLNG. Part of the FEED deliverables from each consortium was the development of a Bill of Approximate Quantities at the end of the FEED study that would be used by the clients estimating group to provide an independent estimate of the two FEED designs.

The client’s challenge was to ensure that the BOAQ represented as close as possible the completed scope of the development as the BOAQ would be an integral part of the development of the project value for Sanction. It was therefore paramount that the BOAQ was as accurate as possible. The client requested Turner & Townsend to validate and agree with the FEED Contractor’s the quantities developed to provide assurance to the client on the quantities contained in the BOAQ’s.

The Outcome

Turner & Townsend provided a team to carry out the following in order to fulfil the client’s requirements:

  • Establish a sound Method of Measurement, based on industry best practice, which will be issued to all FEED contractors to ensure consistency for the BOAQ quantity development from all FEED tenderers. As part of the FEED deliverable, all FEED tenderers were required to submit their BOAQ in CostX native workbook format.
  • Develop a Code of Accounts and a Work Breakdown Structure with standard estimate templates in CostX for inclusion into the FEED ITT.
  • Assist in developing the 3D model Structure and Object Parameter Protocols that will enable expedient electronic harvesting using CostX on the FEED Tenderers 3D models.
  • Develop a milestone program including the required deliverable outputs to be extracted from the 3D model to be included in the FEED ITT.
  • Provide CostX training and support to client personnel as at the end of the commission Turner & Townsend gave the client a CostX export of the BOAQ which meant the client had a complete interactive, live linked BOAQ.

By using CostX, Turner & Townsend were able to support the client in the validation and development of robust BOAQ’s and control estimates that provided transparency and confidence in the estimated cost of the project. This ensured that the Scope of Works was fully reflected, which will lead to a properly managed project with efficient contract administration.

Hamilton Harbour is river precinct living in Brisbane’s prestigious suburb of Hamilton. Combining designer apartments with sophisticated retail and lifestyle amenities, this lively hub is set to become a destination in its own right. Hamilton Harbour will feature 660 apartments in three residential buildings, 17,000sqm office space across two commercial office buildings and 5,000sqm retail space consisting of showrooms, ground floor specialty retail and restaurants, a gymnasium, strata offices, car parking and a public park.

Gray Robinson & Cottrell provided the measurement and cost planning services from the sketch design phase through to construction documents and assessing tender submissions. Our CostX proficiency greatly aided this service. We were able to use a job specific price list attached to workbooks to continually upgrade rates specific to the changing market. The CostX functions were of great value to us as well. In particular, our team was able to utilise the 3D modelling capabilities, 2D measurement, the sort function to allow sorting of elemental estimates and the revision function to allow for multiple revisions of each estimate. Furthermore, as our contractor was not familiar with the CostX program, the free CostX Viewer download was of excellent use.

We were looking for a viable alternative to the process of working with A0 drawings on our estimating desks.

The Outcome

There are quite a few advantages to the CostX solution. Firstly, we have advanced years ahead of where we were with A0 drawings in terms of estimating. We now easily and quickly measure quantities from electronic versions of drawings, and the A0 drawings are used on site only.

Checking cadet estimators’ quantities and calculations is easier as the information is immediately available using the live links between the drawings and the workbooks.

The most helpful feature of CostX has been the variation function, greatly enhancing our ability to price variations and changes to drawings. We have found the variation report is an invaluable asset in the variation negotiation process.

Finally, the workbook feature is leagues ahead of estimating software that we have tried to use previously. CostX’s workbook is very versatile, with multiple levels of costing that can be developed which makes estimating and reporting so much easier.

The Queensland Department of Transport and Main Roads established the Origin Alliance project to deliver the Ipswich Motorway Upgrade between Dinmore and Goodna. Client’s Requirements

The Motorway forms part of the Auslink National Network, providing a vital link between Brisbane, Sydney, Melbourne and Darwin. As such, it forms the major freight corridor between the Port of Brisbane and Brisbane’s Southern industrial hub and interstate destinations.

The project was funded by the Federal Government and it is being delivered by the Queensland Department of Transport and Main Roads. An entity called Origin Alliance was formed to deliver the project. Origin Alliance comprises Main Roads, Abigroup, Fulton Hogan, Seymour Whyte Constructions, SMEC Australia and Parsons Brinckerhoff.

The completed project will consist of a ‘new’ dual 6/8 lane motorway, with grade separated interchanges, over the route of an existing 2 lane dual carriageway, part of which runs over abandoned coal mines and is adjacent to busy railway lines, residential suburbs, shopping centres and the Brisbane River.

Origin Alliance Contributions

The all-inclusive project controls team was established to develop a consistent suite of systems to support the successful outcome of the project. One of the major systems used on the project was the CostX estimating software.

The Project Controls Team produced all the project remeasured quantities from the final design packages via the use of CostX. It was the first time that this ground-breaking on-screen measurement and estimating software was used on a major Infrastructure Project in Australia.

Much of this project’s road design is prepared using 12D Road Design and Survey, which does not produce traditional drawings to which CostX is usually applied to produce measurement quantities. It was our client’s (Department of Transport and Main Roads) goal to produce all future road tender documents in an electronic format and that the development of CostX to measure 12D road design output would support this.

Considerable software development was undertaken by Exactal (in close consultation with 12D) to read and measure from 12D files in CostX, and further development work is continuing to compute earthworks quantities direct from 12D design outputs.

We were previously using competitor software, though not to its full capability. We implemented CostX due to a client led initiative to integrate BIM within their costing process. The client recommended CostX; we researched other products but came to the conclusion that CostX was best suited to our needs as well.

The Outcome

We currently use CostX on the retail side of the business. At the moment, we are only using it with one BIM-compatible client, but once CostX is up and running fully we will be rolling it out to our other clients and also the other side of our business. The software was easy to install – we are using the Network and the Portable versions which are both running well. Prior to using CostX we were taking measurements using a scale ruler and hard copy drawings such as 2D plans and elevations. BIM is a hot topic and a key issue in the construction industry, and with the government procuring all construction projects to BIM level 2 by 2016 it was key for our company to be able to become part of a BIM-enabled team and be at the forefront of BIM in our sector. Client’s Requirements

After five years of industry consultations, RMIT established the need to create an Advanced Manufacturing Precinct to deliver practical industry skills training for the design, development, production, marketing and management processes of the advanced manufacturing sectors.

The George Thompson Building on 58 Cardigan Street, Carlton was the chosen site. The requirement was to refurbish this 1968 school of foundry technology into a new precinct that delivers cross-disciplinary training to meet industry needs by incorporating teaching in engineering and advanced manufacturing technologies, applied design, development, production, marketing and management. Originally designed as a four star solution, strategic cost engineering and cost planning allowed the facility to be designed and certified with a five star rating.

Prowse Quantity Surveyors was awarded the 2010 Building Efficiency Award from the Australian Institute of Quantity Surveyors for the Advanced Manufacturing Precinct Project.

Prowse Quantity Surveyors Contributions

The role of Prowse Quantity Surveyors was to ensure that the project was delivered with the best architectural design solution and building efficiency outcomes, while remaining within the funding restraints of the project.

The process included full cost planning; from concept design through to tender documentation, to working with the design team and client. Various design solutions and feasibilities were undertaken so that informed financial decisions could be made on the affordability, functionality and aesthetics of the project.

An environmentally efficient solution was high on the agenda for this project, and allocating sufficient funds to undertake these works was critical to its inclusion. Constant dialogue between Prowse Quantity Surveyors and consultants enabled the successful recycling of materials, an efficient layout, reduced PVC and new raw materials.

Prowse Quantity Surveyors also assisted with the tendering process by producing a schedule of quantities for this project, shortlisting builders, reviewing tenders, assessment of progress claims and variations, and financial reporting which identifies expenditure and risks that may impeded on a successful financial conclusion of the project.

CostX was the software of choice for electronic measurement and preparation of cost reports. The software allowed paperless electronic take-off, monitoring of the design as documentation progressed, and the production of cost plans and schedules of quantities for financial reporting and tendering purposes. During construction, CostX was used extensively to quantify works yet to be completed for progress claim and variation purposes.

Before CostX, we were using Adobe Professional’s measuring tool, or doing take offs by scale rule which is very time consuming. We were looking for a faster software that could take multiple measurements from one dimension, as previously we’d have to constantly remeasure the same dimensions to ascertain areas, length, perimeters etc. After online research, we chose CostX.

The Outcome

The main benefit from implementing CostX is the time saving that can be achieved on large scale takes offs. We carry out early stage cost plans on some large scale projects (up to £20m), and the time saved on measurement is significant compared to the software we were using previously. As we’ve implemented the network version of CostX, we have the server software and a log-in for each user, which means that when anyone is working from home they can still access the software and carry out the measurements that are required in our day to day roles as quantity surveyors. In time, we plan to develop ourselves into projects that involve BIM modelling as CostX has this capability, something that we haven’t been involved with previously.

Client’s Requirements

Due to the large number of branches in each year’s programme, the client required a cost effective way of procuring the sites without the added administration and double handling of data. Project and element cost data is captured at each phase of the procurement cycle (budget, contract, final account) and benchmarked for future reference and project planning.

MDA Australia’s Contributions

MDA developed a cost model in CostX for the establishment of the ‘Concept Budget’ which forms the basis of the bank’s feasibility analysis. The concept budget is then ‘promoted’ and updated to ‘Project Budget’, upon which the bank approves the project to proceed to tender stage. CostXL is used to link the CostX templates to an Excel-based ‘Project Pack’ which is used to obtain data relating to contract pricing, variations and final accounts. The ‘Project Pack’ also compares elemental costs between all stages of the project and populates numerous client reports and forms including a Capital Expenditure Dissection Form for depreciation purposes. The ‘Project Packs’ are also linked to a payment, reporting and benchmarking system.

Making the Difference

The ease of obtaining quantities from the CAD drawings and the structured way that changes in design are tracked by the system provides for efficient takeoff. The flexibility on the CostX workbooks enabled the Cost Model to address numerous project variables such as differing Project Types, Construction Managers, Localities, Fee Structures and Rate Files. With the use of CostXL, data is live-linked to the ‘Project Pack’ saving on the manual handling of data.

The Project

Turner & Townsend’s client entered into a dual FEED study with two international consortia of engineering companies to provide competitive FEED designs for the FLNG. Part of the FEED deliverables from each consortium was the development of a Bill of Approximate Quantities at the end of the FEED study that would be used by the clients estimating group to provide an independent estimate of the two FEED designs.

The client’s challenge was to ensure that the BOAQ represented as close as possible the completed scope of the development as the BOAQ would be an integral part of the development of the project value for Sanction. It was therefore paramount that the BOAQ was as accurate as possible. The client requested Turner & Townsend to validate and agree with the FEED Contractor’s the quantities developed to provide assurance to the client on the quantities contained in the BOAQ’s.

The Outcome

Turner & Townsend provided a team to carry out the following in order to fulfil the client’s requirements:

  • Establish a sound Method of Measurement, based on industry best practice, which will be issued to all FEED contractors to ensure consistency for the BOAQ quantity development from all FEED tenderers. As part of the FEED deliverable, all FEED tenderers were required to submit their BOAQ in CostX native workbook format.
  • Develop a Code of Accounts and a Work Breakdown Structure with standard estimate templates in CostX for inclusion into the FEED ITT.
  • Assist in developing the 3D model Structure and Object Parameter Protocols that will enable expedient electronic harvesting using CostX on the FEED Tenderers 3D models.
  • Develop a milestone program including the required deliverable outputs to be extracted from the 3D model to be included in the FEED ITT.
  • Provide CostX training and support to client personnel as at the end of the commission Turner & Townsend gave the client a CostX export of the BOAQ which meant the client had a complete interactive, live linked BOAQ.

By using CostX, Turner & Townsend were able to support the client in the validation and development of robust BOAQ’s and control estimates that provided transparency and confidence in the estimated cost of the project. This ensured that the Scope of Works was fully reflected, which will lead to a properly managed project with efficient contract administration.

The Project

Making the Change

We were looking for a viable alternative to the process of working with A0 drawings on our estimating desks.

The Outcome

There are quite a few advantages to the CostX solution. Firstly, we have advanced years ahead of where we were with A0 drawings in terms of estimating. We now easily and quickly measure quantities from electronic versions of drawings, and the A0 drawings are used on site only.

Checking cadet estimators’ quantities and calculations is easier as the information is immediately available using the live links between the drawings and the workbooks.

The most helpful feature of CostX has been the variation function, greatly enhancing our ability to price variations and changes to drawings. We have found the variation report is an invaluable asset in the variation negotiation process.

Finally, the workbook feature is leagues ahead of estimating software that we have tried to use previously. CostX’s workbook is very versatile, with multiple levels of costing that can be developed which makes estimating and reporting so much easier.
